Closing Legal & Regulatory Loopholes

Introduction

To realize a clean government with integrity, one of the state principles of the incumbent administration, a variety of efforts have been made to improve institutions by eliminating corruption causing factors such as the leakage of budget and collusion for privilege. Improvements customized to each organization have also been implemented through cooperation with pertinent organizations. Analyses of corruption reports regarding budgetary waste and surveys about integrity were utilized to identify areas which both held considerable influence over public life and lacked integrity.

2019 Result of Operation

In 2019, focusing on the four challenges of irregularities and unfair preferential treatment in daily lives, budget waste, business-government collusion, blind spot in management, the ACRC recommended or made 13 improvements in areas where laws and legislations were not fully implemented. By doing so, the ACRC endeavored to remove chronic corruption-causing factors that have frequently occurred but long remained unresolved.

Especially, on issues related to mobile gift card and public health facility which are widely used in every day life but are difficult to use, or give preferential treatment to some, people gave a strong support to the need for institutional improvement.

As for enhancing effectiveness of reduction of liabilities of public interest reporters, amending punishment regulations for subcontracting by electronic construction businesses, the ACRC worked to discover factors for improvement in the procedure of handling reported cases and issued institutional recommendations, fundamentally resolving problems in the laws concerned.

When it comes to institutional improvement measures aimed at preventing the loss of public finance, government-business collusion, such as measures to prevent financial accounting fraud in universities, measures to prevent preferential treatment in the operation of university open lectures, the ACRC drew active cooperation among related authorities and made resolution on some of the issues.
