Integrity Assessment (IA) for public institutions

The ACRC started Integrity Assessment for public institutions in 2002, to evaluate level and causes of corruption at each public institution and set out policies to prevent corruption. It is a comprehensive index which indicates not only the integrity level of public institutions assessed by public service users, employees, and policy customers, but also statistics of corruption cases of each institution.

The effectiveness of Integrity Assessment in preventing corruption in the public sector was internationally recognized. Therefore, Integrity Assessment won the first prize at the UN Public Service Awards in the category of corruption prevention in the public sector in 2012, and the ACRC is providing technical assistance regarding Integrity Assessment to developing countries in the Asia Pacific region including Indonesia, Thailand, Malaysia, Vietnam and Mongolia.

The assessment is based on a survey of more than 270,000 citizens who experienced public services as well as public officials and experts. In 2019, the ACRC measured the integrity levels of 732 public organizations.

Anti-corruption Initiative Assessment (AIA)

Anti-corruption Initiative Assessment has been conducted since 2002 to evaluate the appropriateness and effectiveness of anti-corruption initiatives operated by public institutions, covering a wide range of anti-corruption initiatives and policies.

It consists of five areas: 1) anti-corruption infrastructure, 2) enhancement of transparency and credibility of policy, 3) eradicating corruption-causing factors, 4) improving a culture of integrity in the public sector, and 5) encouraging anti-corruption activities and corruption reports. As for major anti-corruption initiatives of the ACRC, internal assessment teams are assigned to each initiative. And quantitative assessment is also carried out by experts from the private sector and the academia for certain assessment indexes such as feasibility of initiatives, achievements, and best practices.

Awards and prize money were offered to best institutions and contributors in each assessment area. To help institutions make voluntary efforts and benchmark best practices, the ACRC provides the assessment results and analysis report to those institutions.
